The European Liberal Democrat and Reform Party (ELDR, in short, European Liberal Democrats), grouping 55 national parties, was officially founded on 30 april 2004. The name and emblem of ELDR have predated the formal incorporation of the party, as shown on photos taken in 2000. The roots of ELDR are in the Federation of Liberal and Democrat Parties in Europ". In 2006, 74 representatives at theEuropean Parliament and 9 members of the European Commission were members of ELDR. The current President of the party is Annemie Neyts (OpenVLD, Belgium).

Flag of ELDR
The flag of ELDR, light blue with the party's emblem, can be seen onphotos taken during the ELDR leaders and ministers' meeting held at Brussels, 16 June 2005, and during the Labour Day's meeting held at Jodoigne (Belgium), 1 May 2005.
The emblem is made of a stylized blue and yellow bird supplemented with 12 blue stars to form a ring surrounding the blue letters "ELDR".
The party's emblem has been changed since then, but I have not been able to find an image of a flag with the new emblem.
The new emblem, no longer circular, features the bird, but plain yellow, the blue letters "eldr", the stars in light blue placed on the "e", and the short name of the party, "EUROPEAN LIBERAL DEMOCRATS", in blue letters under the party acronym. There is a version of the emblem with the name in French, "LIBÉRAUX DÉMOCRATES EUROPÉENS". French and English are the two working languages of the party, while the official version of the statutes is the French one (Article 34 of the statutes).

A long vertical variant of the flag was used by the Bulgarian party DPS (Dvizhenie za prava i svobodi - Movement for Rights and Freedoms), as shown on photos of the party's congresses ([1], [2], [3], [4].
